Macmillan Keck opens doors in New York and Geneva

17 June, 2009

Bucking the supersizing trend, Rory Macmillan and Richard Keck have opted to micro-size, launching a boutique international law firm.

The two lawyers and friends are announcing the formation of Macmillan Keck.  Their firm will focus on the telecom, technology, information services and e-business sectors, assisting clients with corporate, financial, commercial, regulatory and dispute resolution matters.  They will have two offices: in Geneva and New York.

“I am delighted to be joining forces with Richard Keck.” Macmillan says. “We first worked together on a client's $4.3 billion bid for the third Saudi mobile telephone license in 2006 and 2007, and he has continually demonstrated the highest quality lawyering and commitment to meeting client needs. Richard deepens the knowledge base and analytical rigor of our firm.”

Keck said, “Rory Macmillan has built a tremendous reputation in helping developing countries liberalize their telecom markets, handling projects for the World Bank, governments, incumbent telecom operators and new entrants.  His experience includes writing and interpreting new laws and regulations, designing and implementing privatizations and license tenders, and representing private sector participants in these activities.  He has also developed a niche in helping resolve the disputes that inevitably arise. I am honored to be joining him.”

The current plan is to grow gradually, bringing on board exceptional lawyer talent as needed to serve clients in selected sectors. “We both came out of large firm backgrounds, but we realized our clients are increasingly focused on sector-oriented businesses,” Keck says. “They appreciate their lawyers taking the same approach because we intuitively understand their businesses and the markets and regulatory environments in which they operate.”

Macmillan added: “We typically partner with local counsel in those jurisdictions in which we are not licensed, so the combined legal team is able to bring sector specialization and local law expertise.  Our smaller size also practically eliminates client conflicts in what can be very small and intimate markets.”

Macmillan’s practice emphasizes telecom regulatory advice and alternative dispute resolution.  He previously served in the London and New York offices of Debevoise and Plimpton from 1994 to 2004 after which he founded the Geneva office of Macmillan & Co.  He recently drafted telecom laws for Fiji and the Solomon Islands.  Speaking basic Arabic and having lived and travelled extensively in the Arab world, Rory has developed a strong practice in the region.  He regularly advises regulators and operators on the full panoply of telecom regulatory issues, from broadband and spectrum licensing, to competition matters, to infrastructure sharing, to VoIP.

A native of Scotland, Macmillan received an LLM from Yale Law School in 1994 where he was a Fulbright Scholar, and an LLB with First Class Honors from the University of Edinburgh in 1992.

Keck’s practice emphasizes business strategy, transactions and telecom and e-business regulatory counseling.  For 24 years, he has represented telecom network operators, electric utilities, financial institutions, technology providers and their customers.  In the telecom sector, Keck is particularly experienced in privatizations, license tenders, mergers & acquisitions, launching new business lines and infrastructure projects.  His previous experience included tenures in the Atlanta, London and New York offices of Duane Morris, Troutman Sanders and Kilpatrick Stockton.

The firm’s clients include governments, non-governmental organizations, trade associations, telecom network operators, financial institutions, and technology and information services companies.  Macmillan Keck is currently handling projects in Lebanon, Nigeria, Saudi Arabia, the Solomon Islands, Sudan, the United Kingdom and the United States.
